The document contains a position paper by American Indian Nurses' Association protesting against discrimination by the Civil Service Commission in downgrading the Chief Nursing Branch position to a GS-13 despite the increase in qualified American Indian nurses. They argued that this decision was not only a matter of salary, but also affected administrative structure and Indian self-determination.
