The recipient of the letter, Mr. R.J. Warkentin, recommended Mr. Browning Pipestem for the position of Commissioner of the Bureau of Indian Affairs. However, the sender, James R. Jones, informed Mr. Warkentin that the Secretary of the Interior proposed creating a new position, Assistant Secretary of the Interior for Indian Affairs, to replace the Office of the Commissioner.
