Scope and Contents

The Osage tribal council has proposed that the requirement that members of the Osage tribe possess at least half Indian blood in order to be eligible for a certificate of competency be removed. They argue that this quantum should not be the criterion for such eligibility. The existing law, the act of February 5, 1948, requires that the secretary of the interior issue a certificate of competency to each member of the Osage tribe of less than one-half Indian blood who has attained the age of 21, and that all restrictions against alienation of property for these members be removed.
