The text contains a letter from the regional solicitor of the southwest region of the us department of the interior to the oklahoma bar association, regarding a complaint against one of the departments trial attorneys, Sanford w. Smith. The complaint alleges that smith misrepresented facts during a court appearance on behalf of members of the five civilized tribes. The regional solicitor argues that smith was acting within his authority and that the complaint against him is not valid.
