The author is writing to Congressman James R. Jones to thank him for his thoughtfulness in sending a congratulatory letter to her daughter on her graduation from White Rogers high school. She goes on to say that her daughter applied for financial aid through the Bureau of Indian Affairs (BIA) for college but was told she wasn't eligible because they couldn't prove she was 1/4 Cherokee Indian. The only roll number they know of is for her grandmother, who is more than one-half Cherokee, but they cannot prove how much Indian her ancestors on her father's side were. As a result, her daughter cannot take advantage of the financial assistance that is rightfully hers.
