The letter from Fred Lookout, Principal Chief of the Osage Tribal Council, expresses concern about a bill introduced by Congressman George B. Schwabe without consultation with the council. The council is opposed to the bill and is seeking support from Congressman Carl Albert to defend the rights of the Osage people.
