Cooley states in the letter that "there was no discretionary power to stay the deportations of so-called 'Treaty Traders' who have lost their status because of the abrogation of treaties by the war" and makes reference to Section 19(c) of the 1917 Immigration Law (8 U.S.C. 155) and Section 303 of the National Act of 1940 (8 U.S.C. 703).
