The Evolution of The Veterans' Cost-of-instruction Program: 1972-1976

Jones that includes a legislative history of the Veterans' Cost-of-Instruction Program, detailing its original enactment and subsequent amendments under the Education Amendments of 1974. The program was initially enacted in 1972 as part of the Higher Education Act of 1965, with eligibility criteria requiring institutions to have a certain number of veteran students in attendance to receive grants. Amendments in 1974 changed the institutional eligibility criteria to include a minimum number of veterans in attendance and total undergraduate enrollment, as well as adjustments to the maintenance of eligibility requirements. Regulations for the program were jointly developed by the U.S. Commissioner of Education and the Administrator of Veterans' Affairs.
