Letter from James R. jones to Governor George Nigh of Oklahoma, endorsing a request made by the Greater Tulsa Area Hispanic Affairs Commission for bilingual drivers license testing. The letter explains that many hardworking Americans who are trying to learn English are not yet proficient enough to pass the drivers license test, which is currently only offered in English.
