In my office in the State House, I met another man, a man named Oscar Arias, the president of the Republic of Costa Rica. And we talked about his peace plan, his leadership in giving the Central American nations and the nations of this hemisphere an opportunity to stop the killing and stop the conflict and begin the process of peace, human rights, economic opportunity in Central America. And what an opportunity the Arias plan is for us now to end this fiasco in Central America, to stop the shooting war and to start the war against poverty and injustice and exploitation throughout Latin America with the United States as a full partner.
