Anybody who is working in this country wants to keep working. A job is a lifeline. Ed Muskie knows that the people who work are themselves a great national asset. We must finally adopt the policy of a guaranteed job in this country. And I don't know why our answer to unemployment should be guaranteed welfare. And what is more important is a guaranteed job.
