Mrs. Patty C. Allen wrote a letter on October 22, 1963, recommending Joe Stockton, a student at Chalaco Indian School, for any aid or scholarship that could be bestowed upon him. She described Joe as hard-working, ambitious, well-liked in his community, and well-behaved. In response, the recipient of the letter, on October 26, 1963, informed Mrs. Allen that the Federal Government does not have a program for assisting high school students financially or through scholarships, but suggested a program for college students to obtain loans at low interest rates. The recipient also advised Mrs. Allen to contact the appropriate Indian Agency for potential assistance for Joe, and offered to investigate the possibilities further if provided with more information.
