Scope and Contents

The letter confirms that a favorable opinion was rendered on the title to the Indian Hospital being conveyed to the government, but further proof is required to show that the Mayor and City Council have authority to execute the deed. Despite this, the project is still moving forward and it may take around sixty days before a bid for the contract can be advertised. Senator Elmer Thomas expresses willingness to continue supporting the project.
