Scope and Contents

In the letter dated September 22, 1936, Elmer Thomas informs Honorable Wilburn Cartwright that no new positions are to be created under the Thoms-Rogers Act due to lack of funds. He suggests that Cartwright confer with Collier and advises that he will be available in Oklahoma City later in the week. Thomas expresses willingness to endorse any new officials appointed by Collier if he changes his mind.
