Scope and Contents

Senator Elmer Thomas received a letter from the Office of Indian Affairs regarding a query about per capita payments to the Choctaw and Chickasaw Tribes. The letter explained that per capita payments were not permissible and that the funds belonging to the tribes would be used as a revolving fund to benefit a greater number of Indians. Senator Thomas forwarded this information to the individual who made the inquiry, James R. Spain.
