The letter is from Elmer Thomas to Charles E. Burch regarding a contract being drawn between the Secretary of the Interior and officials of the Chickasaw and Choctaw Tribes of Indians. Once the contract is prepared, it will be voted on by the members of the two tribes and then considered by Congress.
