Miss Olive Leeper wrote a letter to Senator Elmer Thomas on March 22, 1946, suggesting the appointment of J.H. Belvin as the new Chief of the Choctaw Indian Tribe, replacing Durant. Senator Thomas responded on April 2, 1946, thanking Miss Leeper for her suggestions and assuring her that her views will be taken into consideration.
