John Battiste is writing to Senator Elmer Thomas regarding the appointment of J. H. Belvin as Principal Chief of the Choctaw Tribe of Indians. Senator Thomas explains that the President makes the appointment based on the recommendation of the Secretary of the Interior, and it does not require confirmation by the Senate. Senator Thomas advises Battiste to write directly to the Secretary of the Interior for further information.
