The letter is a response to Calvin C. Perry, Jr.'s inquiry about the appointment of J. H. Belvin as Principal Chief of the Choctaw Tribe. Senator Elmer Thomas explains that the President makes the appointment based on the recommendation of the Secretary of the Interior, and the position does not require Senate confirmation. He suggests that Perry write directly to the Secretary of the Interior for further information. Additionally, there is a request for per capita payments for the Choctaw and Chickasaw Indians in Oklahoma.
