Scope and Contents

The Southwestern Cooperative Educational Laboratory (SWCEL) was created to address the educational needs of minority groups in the Southwest region, including Spanish speakers and Native Americans who have historically faced challenges in achieving higher levels of education. SWCEL conducts research and disseminates information to help schools better serve these subcultures and overcome cultural barriers to education. The organization aims to improve educational outcomes and address issues of poverty and frustration resulting from lack of access to quality education.
