Scope and Contents

The letter is from Fred R. Harris, a U.S. Senator, to Mr. and Mrs. Curtis Scruggs regarding their daughter Karla Scruggs' application for a grant to attend college. The Department of the Interior responded stating that Karla is 11/64 Choctaw and does not have the required one-fourth degree or more Indian blood quantum to be eligible for financial assistance. They suggest resubmitting the application with information on her Cherokee lineage. The Bureau of Indian Affairs is looking into the matter and will provide further information. The Scruggs express their disappointment with the lack of progress and request assistance from Senator Harris.
