Scope and Contents

Fred R. Harris is writing to Deputy Assistant Secretary William L. Rogers to discuss the issue of Indian education contracts. He argues that the current policy of requiring contracts to be written under the Buy Indian Act is inconsistent with the Johnson-O'Malley Act, which he believes is a better vehicle for authorizing education contracts. Harris supports the Coalition of Indian Controlled School Boards in their request to change the contracting policy and urges Rogers to accept their offer of assistance in drafting new rules and regulations under the Johnson-O'Malley Act.
