Scope and Contents
The letter from Senator Dewey F. Bartlett to Dr. Emery Johnson of the Indian Health Service in 1977 addresses concerns from Indian tribes in Oklahoma about the blood quantum requirement for Indian health care services. The Indian Health Service does not use blood quantum to determine eligibility, but tribes may use it to determine membership. The Inter-Tribal Council of the Five Civilized Tribes requested a lower blood quantum requirement for health care services, which the Indian Health Service is studying. The letter also discusses the need for changes in blood quantum requirements to be of general applicability, not just for health services.
