Scope and Contents
Calvin W. Kinsey is concerned about potential erosion of the Federal merit system of employment in the Executive Branch due to changes in the Bureau of Indian Affairs. The changes will give more authority to superintendents and area directors, and some current officials will be replaced within 90 days. Navajo Chairman-elect Peter MacDonald supports the idea of Navajos filling key positions in the BIA. The goal is to allow Native Americans to control their own affairs and prioritize resources for accomplishments.
