Joe W. Vallie, an employee of the Bureau of Indian Affairs, writes to Senator Fred R. Harris expressing concerns about the diminishing observance of the Indian Preference Act. He argues that appointing non-Indians to positions in the Bureau leads to a lack of understanding and compassion for the Indian population. Vallie praises individuals within the Bureau who demonstrate understanding and compassion towards the Indian community. He disagrees with the idea of North American Indians being prepared for duties in South America, fearing they would have to discuss the mistreatment of Native Americans by the United States government. Vallie concludes by thanking Senator Harris for his speech on the Senate floor and hopes for more impartial action and justice towards Native Americans.
