The document is a response to a complaint from Mr. Ernest L. Upton regarding difficulties collecting delinquent rental from Mrs. Mable Sargeant. The Bureau of Indian Affairs explains that they are not responsible for debts incurred by an Indian unless authorized, and that the checks in question were not issued by them. Mrs. Sargeant only receives limited trust income and is considered competent to manage her finances. The Bureau encourages Indians to avoid incurring debts they cannot pay, and suggests that Mr. Upton work directly with Mrs. Sargeant to settle the account.
