Scope and Contents

The document is a message from William T. Pecora, Assistant Secretary of Interior, to Virgil Harrington, Area Director of the Bureau of Indian Affairs in Muskogee, Oklahoma. Pecora instructs Harrington to deliver a message to various tribal leaders regarding the inclusion of substantive requirements in tribal election procedures, which is not allowed. Harrington is directed to assist in arranging for a reopening or extension of the candidates filing period to allow individuals who may have been excluded due to these requirements to file as candidates.
