The document is a series of letters regarding the selection of candidates for the position of Superintendent at the Osage Agency. The Osage Tribal Council has selected Mr. David L. Baldwin as their first choice for the position, with Mr. Franklin D. Shannon and Mr. Thomas J. Ellison as second choices.
