Scope and Contents

The document addresses the issue of allowing Freedmen and their descendants to participate in the selection of the Choctaw Chief. The Secretary of the Interior disagrees with establishing a residency requirement for candidates, as it goes against the intent of the Act of October 22, 1970. The Secretary emphasizes that the selection process should allow tribal members and their descendants to choose any qualified person of Choctaw blood as their principal chief.
