Mrs. Elizabeth Whitehead wrote to Congressman George B. Schwabe about a veterans' homestead proposal. She inquired about the size of the tracts of land, eligibility for veterans with pensions, and the process of applying for the program. She also mentioned a newspaper article about veterans being given land from the Cherokee Nation.
