Scope and Contents

The memo discusses proposed legislation to transfer control and operation of certain programs and services from the federal government to Indian tribes and communities. The proposal allows tribes to assume control within 120 days of submitting a plan, with oversight from the Secretary of the appropriate department. The Secretary can reassume control if necessary and provide assistance to tribes as needed. The proposal does not affect the existing trust responsibility of the United States towards Indians. Members are invited to co-sponsor the legislation.
