Scope and Contents
Mr. Blackwolf wrote a letter expressing his frustration with the Indian Service, stating that Indians are unable to get information from agency officials and often do not receive replies to their letters. He recommends closing Indian Agencies and distributing lands and funds to tribe members. Senator Moore introduced a bill to abolish the Indian Bureau in the last Congress, but it received little support. Elmer Thomas, responding to Blackwolf, expresses the prevailing opinion that the Indian Bureau should be retained and that qualified Indians should apply to have their restrictions removed. Thomas appreciates Blackwolf's viewpoint and invites further suggestions or recommendations.
