Scope and Contents
The first letter is from Leg. Schwartz to Dr. Rex M. Graham discussing the need for flood prevention rather than flood control, advocating for the construction of small dams upstream to prevent flood disasters. Schwartz also criticizes the practice of mixing flood control and power generation in the same dam. The second letter is from R.M. Gishan to the Grand River Dam Authority expressing frustration over the high water levels in the Grand River Dam leading to flooding in Miami.
