Scope and Contents
Lieut. Carney M. Layne wrote a letter to Representative George B. Schwabe inquiring about a bill to provide for the discharge of men who want to return to school. Schwabe has introduced a bill, HR 4376, and has taken personal action on the matter. However, there is opposition to such legislation from the New Deal majority in Congress and the President. The letter also explains the process of how bills are considered and passed in Congress.
