Scope and Contents

The document consists of two letters, one from Representative George B. Schwabe acknowledging the support for his bill HR 4376 which aims to release members of the armed forces who want to resume their education. The second letter is from William Smith Malloy, an attorney, expressing his support for the bill and sharing a personal example of how delayed education for service members could have negative consequences.
