Scope and Contents
Mr. Lucas wrote to Representative George Schwabe regarding the unfairness of terminal leave payments for enlisted men compared to commissioned officers. He expressed his frustration that a bill addressing this issue has not been passed and requested information on any actions taken to bring the bill to a vote. Representative Schwabe responded, agreeing with Mr. Lucas and stating that he is working towards abolishing the discrimination against enlisted men in terminal leave payments.
