K.C. Arends, a Republican Whip in the 17th District of Illinois, sent copies of testimonies by Generals Henry and Edwards to colleagues regarding the War Department's plans for demobilization after World War II. The Army aimed to reduce its strength from 8,050,000 to 2,500,000 by July 1, 1946, with a focus on rapid discharge of military personnel and meeting occupational commitments. The eventual size of occupational forces was uncertain, but the Army planned to continue reducing in strength post-July 1, 1946.
