Scope and Contents

Alfred E. Ballin is advocating for the protection and education of young boys who were drafted into the military at a young age. He believes they should be given the opportunity to attend school and further their education instead of being sent to police a foreign country. He is urging for legislation to be introduced to support this cause. George B. Schwabe acknowledges Ballin's concerns and expresses his support for the protection and education of these young boys.
