The Western Union president is sending a telegram to George B. Schwabe urging him to oppose Governmental Reorganization Plans Two and Three. Plan Two continues wartime Coast Guard control of merchant seamen instead of returning control to the Commerce Department, while Plan Three is deemed illegal by the House Judiciary Committee as it eliminates the US Workmen's Compensation Commission.
