Scope and Contents
James D. Francis, President of Island Creek Coal Company, writes to Congressman George B. Schwabe expressing his opposition to the re-enactment of an OPA law. He believes that an open market for 60 days will show that prices and production can adjust themselves without government intervention, and that a revived OPA will only perpetuate scarcity, black markets, and empty shelves. He urges Congress to let OPA stay dead.
