Scope and Contents
The letter is from Mr. Howard expressing opposition to the O.P.A. and its operations. Congressman Schwabe agrees with Howard's views and has consistently opposed the O.P.A., voting against its extension in the House of Representatives. Howard requests Schwabe to modify the O.P.A. to prevent shortages and control the black market. Schwabe thanks Howard for his input and agrees that changes need to be made.
