Mr. Boyd writes to Congressman Schwabe expressing his opposition to the O.P.A. and its rent control policies. He believes that the O.P.A. has not allowed fair rent increases despite rising living costs. Congressman Schwabe responds, agreeing with Boyd's views and stating that he has consistently opposed the O.P.A. and its practices in Congress.
