Scope and Contents
The document is a letter from Lewis R. Harris expressing his contempt for Chester Bowles' exercise of authority in obtaining the signature of Secretary of Agriculture Anderson to a cotton trading directive. Harris believes that America should have a government of laws, not one run by non-elected bureaucrats like Bowles. He criticizes the New Deal bureaucracy, especially the O.P.A., and hopes that Congress will abolish it. Representative George B. Schwabe agrees with Harris's views and expresses his support for abolishing the O.P.A. and other bureaus that attempt to regulate and regiment the people.
