Scope and Contents
The letter from Mr. Martin expresses his frustrations with the OPA and the difficulties he has experienced as a result of its regulations. Congressman Schwabe, who shares Mr. Martin's views, has been appointed to the House Committee on Appropriations and has opposed the extension of OPA. Congressman Schwabe will bring Mr. Martin's concerns to Washington, although it may be difficult to make changes due to the support OPA has from the majority party.
