Scope and Contents

Mr. Bright received a telegram from Congressman Schwabe explaining that postal employees will not be paid until the postal appropriations bill is passed. The bill has been delayed due to disagreement between Congress factions over the minimum price of silver. Schwabe believes an agreement will be reached soon, but acknowledges the delay is causing hardship for postal employees.
