Scope and Contents

Correspondence between Congressman Carl Albert and Mr. James Shur regarding the Army's consideration of the massacre at Wounded Knee a battle and the legal status of treaties. Congressman Albert replied to Shur that the massacre was precipitated by the spread of the Ghost Dance religion and the fear and unrest it caused among settlers, and that Shur was generally correct about the legal status of treaties.
