The letter is a response to Mr. William C. Hubbard's inquiry about leasing a portion of the Mescalero Indian Reservation in New Mexico for business purposes. The response states that the Mescalero Apache Tribe is planning their own business development at the location and is not interested in leasing the land. Therefore, it is unlikely that Mr. Hubbard will be able to obtain a lease for the Summit site. The letter also mentions that all lease matters are handled in the field and copies of Mr. Hubbard's letter have been sent to the Area Director and Superintendent for their information.
