Mr. Belcher is forwarding correspondence between the Bureau of Indian Affairs and Mr. Whitney regarding Mr. Whitney's proposals to represent certain Indians in tax refund claims. The Bureau of Indian Affairs has declined to enter into a contract with Mr. Whitney and will only consider contracts under specific conditions. Mr. Whitney's proposed contracts with certain Indians have not been approved or disapproved, and he is advised to direct further communications to the Acting Area Director of the Bureau of Indian Affairs.
