Mrs. Cecilia Rice Fulks wrote a letter to Hon. Page Belcher requesting information on the status of her application for the removal of restrictions on certain lands in Richardson County, Nebraska. Page Belcher forwarded the letter to the Bureau of Indian Affairs, who then delegated the authority to approve the application to the Area Director in Anadarko, Oklahoma.
