The letter is from Congressman Page Belcher to Mrs. Loie Gaither regarding her claim with the Bureau of Indian Affairs. Belcher enclosed a copy of a letter from the Bureau of Indian Affairs explaining the per capita payments to Choctaw and Chickasaw Indians.
